Commercial property insurance in Illinois, and the liability cover beside it, is a story in two parts: the building and the county. On the property side, the state is comparatively competitive. Rates move without prior approval, hail and wind are the main catastrophe losses, and a well kept building with a sound roof can draw real competition at renewal. On the liability side, Cook County changes everything. Its civil juries have produced repeated large premises liability verdicts, and carriers underwrite the county as much as the building.
Put those two facts together and an apartment building in Chicago can carry a liability premium far above an identical building downstate, while its property premium looks ordinary. Senior living operators feel it most, because the Illinois Nursing Home Care Act adds attorney fee recovery on top of the Cook County venue. This page covers how Illinois regulates property insurance, what the convective storm, freeze and flood exposures mean for a building, and how we approach the four classes we place in the state.

Why an Illinois renewal is worth marketing every year
Illinois lets carriers change property rates without waiting for approval, and that single fact changes how an owner should approach renewal. In a prior approval state such as California or New York, rates move slowly and in public, and last year's carrier is often still the most competitive. In Illinois a carrier can reprice quickly after a bad storm season, and a competitor can undercut it just as quickly. The incumbent's renewal offer is one data point, not the market. We take Illinois renewals to market as a matter of course, because the structure here rewards the owners who test it.
The same speed means an Illinois renewal can move more than an owner expects in either direction, so it pays to start early. A renewal that arrives with a sharp increase three weeks before expiry leaves little time to find the carrier that would have priced the building differently. We aim to have an Illinois schedule in front of competing markets well before the incumbent's offer lands.
Surplus lines matters here more for liability than for property. Well kept Illinois buildings usually find admitted property capacity; it is the Cook County habitational liability, the older apartment schedule and the senior living professional liability that tend to need a surplus lines market, with the documented admitted declinations Illinois requires before one can be used. Splitting the placement that way, admitted property and specialist liability, often produces a better total than forcing both onto one carrier.
What carriers underwrite for in Illinois
- Severe convective storm
- Hail
- Tornado
- Derecho
- Freeze
- River flood
Hail, derecho, freeze and river flood
For an owner with buildings across Illinois, the convective storm exposure described above has one practical consequence above all. The August 2020 derecho is the event carriers point to when they explain how fast one system can damage an entire commercial portfolio at once. For an owner with several buildings, that is the argument for understanding exactly how the wind and hail deductible applies across the schedule, per building or per occurrence, before the next storm rather than after it.
Winter is the second exposure and, on Chicago habitational property, often the more frequent one. The city's large stock of pre war and mid century apartment buildings means plumbing and heating condition are standing underwriting questions. Burst pipes and ice damming on older buildings produce steady claims, and carriers price a building with original plumbing very differently from one with documented updates.
A building in one of the river corridors named above needs its own flood placement, because the property form will not respond to rising water however the loss arrives. The core of the program is still commercial property insurance, and business interruption insurance matters here because a derecho or a burst main can close a building for months.
On liability, the Cook County venue drives the cost, and it shows up in two places: the general liability premium and the umbrella limits a lender or a board expects above it. The building has not changed; the place a claim would be tried has.
Downstate is a different file. In Peoria, Springfield, Champaign and Rockford, the same apartment building or hotel is underwritten mainly on its storm and freeze exposure, and the liability load that dominates a Chicago renewal falls away. For an owner with buildings on both sides of that line, it is worth seeing the two priced separately, so the Cook County cost is visible for what it is rather than spread invisibly across a whole schedule.

Senior living, apartments, hotels and car washes in Illinois
The county question and the storm question fall differently on each class.
Senior living
Illinois is among the harder states in the country to place senior living professional liability. The Nursing Home Care Act lets a prevailing resident plaintiff recover attorney fees, which raises the settlement value of claims that would resolve for less elsewhere, and the Cook County venue compounds it. For a financed facility, the higher professional liability limits Illinois lenders expect, set out in the financing section above, are part of the budget from the first year, not a surprise at the first renewal. The rest of the class is on our national senior living insurance page.
Apartments
Chicago apartment owners carry both the freeze exposure of an older building and the liability cost of the county. Financing is simpler: Fannie Mae and Freddie Mac loans follow the standard agency rules on valuation and deductible caps, and the flat dollar deductibles common in Illinois usually sit comfortably inside them. Our apartment insurance page covers the class beyond Chicago.
Hotels
Hospitality risk in and around Chicago faces the same venue pressure as apartments on the liability side, with a storm driven property exposure across the rest of the state. Winter adds an income question: a burst pipe that takes a floor of rooms offline in January is a business interruption claim as well as a property one, and the income limit should reflect how long repairs to an occupied hotel really take. Our hotel insurance page covers the class nationwide.
Car washes
A car wash in the convective storm belt faces hail on the building and winter on the equipment. Mechanical and electrical failure of pumps and tunnel systems is a separate peril, handled through equipment breakdown insurance. See car wash insurance for the class in every region.

What we need to quote an Illinois property
An Illinois file needs the building facts for the property market and the location facts for the liability market.
- The current declarations pages for property and liability, with all endorsements.
- A schedule of values with replacement cost by building, and the county of each location.
- Roof age and construction class by building.
- Plumbing, electrical and heating updates on older buildings, with dates.
- Five years of loss runs for property and liability.
- For senior living, the licensing status and current professional liability limits; for financed property, the insurance section of the loan documents.
Using a fast market to your advantage
An open competition market moves quickly, and owners who market their account every renewal tend to benefit from it. We use that speed on your behalf, presenting the building's updates and loss history clearly so that a competing carrier can move on the rate, and we keep the liability placement in view so that a good property price is not undone by a Cook County liability surprise.
We place commercial property and the liability that goes with it for senior living, apartment, hotel and car wash owners across Illinois. Read how our process works and why a specialist broker helps. For neighboring states, see Wisconsin commercial property, Iowa property insurance, Missouri property coverage and Indiana commercial property.
Send the declarations pages and schedule of values to get an Illinois quote, and we will show you what the market would charge today.
