About

Alex Toler, commercial insurance broker

Who places these accounts, how the work gets done and the licenses behind it, from a broker with 15 years in insurance.

Property Insurance Partners is a commercial insurance brokerage in Wentzville, Missouri, west of St. Louis, built around commercial property insurance, and Alex Toler is the licensed broker who places its accounts. The legal entity is APT Insurance LLC. The work starts with the buildings an owner insures, then the liability that comes with running them and the income they earn while they stand.

This page sets out who places the accounts, the licenses behind them, what the firm places, where, and how an account moves from a first document to a bound program.

Meet Alex

With 15 years in the insurance industry, Alex knows insurance isn't anyone's favorite topic, so he makes the process simple and straightforward.

In an industry known for confusing policies and last-minute renewal surprises, Alex takes a different approach: he first teaches his clients how their coverage works, then follows a proven process to get them the best deal on their insurance.

Like many of his clients, Alex and his wife are entrepreneurs who each own a business and invest in real estate, so he understands what's at stake in protecting what you've built.

A brokerage built around a short list of property classes

Most of the work is four classes of property: senior living and care communities, apartment and multifamily buildings, hotels and other hospitality property and car wash operators. Alongside them sit build-to-rent communities, condominium and townhouse associations, property management firms and equipment dealerships. Each class has its own guide on this site, written around the questions its underwriters ask.

A short list is deliberate. An underwriter reading a senior living file wants it level of care by level of care. For a car wash, the questions are about the tunnel equipment and the weeks of revenue lost while a part is shipped. Apartments are underwritten one building at a time, with roofs, wiring, plumbing and water claims read for each. Knowing those questions before the submission goes out is what turns a request for more information into a quote.

The coverage lines an account is built from

An account is rarely one policy. The buildings and their contents sit on the property form, and the business that runs inside them brings exposures of its own: injuries to visitors and tenants, injuries to staff, the data it keeps, the money it handles and the vehicles left in its care. These are the lines Alex places, with the ones that have a guide on this site linked. The coverage guide explains what each line does and where the gaps between them usually sit.

Where the firm places business

The firm works with owners in all 48 contiguous states and places coverage in each one under Alex Toler's license in that state; where he does not hold one yet, he obtains a nonresident producer license before any coverage is placed. Property insurance changes more from state to state than most owners expect. Hail sets the terms across the Plains, named storm deductibles and wind pools shape the Gulf and Atlantic coasts, wildfire decides what can be written at the wildland edge in the West, and a handful of states have valued policy laws that change what a total loss pays.

The state-by-state directory of property guides sets out those differences one state at a time, with the regulator, the residual market and the perils that move the price in each.

How an account is placed

The work follows the order an underwriter reads a submission in: the building, its values, its roof, its losses and its location. Work can start from nothing more than the declarations page now in force. From it we can see the carrier, the limits, the deductibles and the endorsements in place today, and say which other documents will matter for the class and the state.

The submission is built building by building, with values checked against current rebuilding cost, roof age and construction confirmed, and the loss history explained claim by claim. It then goes to the markets that write the class in the state: admitted carriers first where they are competing, then surplus lines carriers and the residual markets where the building or the location calls for them.

Every quote that comes back is set out on the same terms, so an owner can compare the deductible, the valuation, the roof settlement basis and the exclusions rather than the premium alone. You see every quote, including the ones we would not recommend, and the choice of program is yours. If the program you already carry is priced fairly for the market, we will say so. The full sequence is on how placing an account works, and the reasons owners bring these accounts to a specialist are on what a specialist property broker does differently.
